    Ethanol Policy Wanted

    The broad contours of the national policy on biofuels — which has got the green signal from the Cabinet — seem unexceptionable. What is mandated, for instance, is welcome 20% ethanol-blending with petrol pan-India, by 2017. But what’s sorely lacking is a comprehensive ethanol policy and the needed proactivity on bio-diesel. From the policy perspective, ethanol surely needs focus as a stand-alone fuel and not be merely seen as a byproduct of the sugar industry.

    In parallel, what’s required are clear-cut norms and timetable for blended diesel, by far the most used automotive fuel. Now, the move to blend ethanol with petrol does make eminent sense. We have had 5% ethanol blending with petrol since 2003, and next month the plan is to increase the mix to 10%. The bumper cane harvest this season ought to boost ethanol blending. But domestic sugarcane cultivation has been dropping consistently over the secular period, due to myriad agronomical factors. Note that blended petrol can mean a significant reduction in tailpipe exhausts of toxics, greenhouse gases and particulate matter. Also, the direct employment potential in the ethanol production chain can be many times that of a petroleum refinery. Of course, the use of plant feedstock to distil ethanol makes it a sustainable fuel substitute and especially so against the backdrop of buoyant crude oil prices.
