Tug-Of-War Between Global Crises

New York Times:
With signs of a food shortages everywhere, a chorus of concern was punctuated today by a man with a singular view: Ban Ki-moon, United Nations Secretary-General.

“This steeply rising price of food has developed into a real global crisis,” he said, according to wire services. “The United Nations is very much concerned, as [are] all other members of the international community.”
In other words, the world has a new intractable problem, as a Yahoo! News columnist put it. Mr. Ban’s response was to call for world leaders to meet on an “urgent basis,” though no event was scheduled at the moment.
Other leaders are suggesting that a longer-term global issue may take precedence over a suddenly current one. As USA Today reported today, officials in Europe are beginning to question the push for biofuels as food prices soar. Here’s one iteration from
Prime Minister Gordon Brown of Britain, who was quoted in The Scotsman:
Now we know that biofuels, intended to promote energy independence and combat climate change, are frequently energy inefficient.
“We need to look closely at the impact on food prices and the environment of different production methods and to ensure we are more selective in our support.
